Monitoring and Evaluation
The Lagos Eko Project is a $95m partnership between the Lagos State Government and the World Bank, aimed at improving the quality of teaching and learning in all 647 secondary schools in Lagos state. The project was designed as a specific investment loan for four years (2009-2013). TEP Centre was commissioned to assess the four year project vis-a-vis its development objectives.
TEP Centre articulated the conceptual framework for the programme and ascertained the de-facto monitoring and evaluation framework. TEP Centre also conducted extensive quantitative and qualitative research on cost effectiveness and programme impact, and developed the final monitoring and evaluation report for the project, synthesizing evidence from four years of the programme’s existence.
